  Abstract：In this paper the author began with illustrating the characters of the rule of virtue in traditional political culture，analysized the puzzledoms which faces，discussed the probability of the combining for the spirit of nomocracy and the rule of virtue，and also probed into the question of the creative transform of the rule of virtue in traditional political culture。
