  Inbrief,Itendtodrawaconclusionthatthenetworkbeneficialtothesocialcontrol,andtonegatetheexaggerationofthemedia-cybercrimeisnotasseriousasmurderandarson.AndThenumberofpeoplewhoarecurrentlywalkingaroundonthestreetswithbadintentionsandthecapability[tocommitcrime]farexceedsthenumberofpeoplewhocandothesameontheWeb.18
  
  Infact,in2001,thenumberofcybercrimecasesinChinatopped4,500,reflectinga70percentincrease.Thecrimesinfluencedthespreadingofpornography,fundembezzlingandsendingofcomputerviruses.Amongthetotalmillionsofcriminalcases,itmaybesaidthattheyareonlyrarityofrarities.Peoplepayseriousattentiontothemisbecausethattheyarerelatedwiththehightechnology.Exaggeratingthecybercrimeistheproductofthemedia,includingwebsites.Somemediaareconvenienttoexaggerate,willingtoexaggerate-exaggeratingmakeafuroreeffect,increaseratioofclickingtheirwebsitesandbargainingcountersinattractingadvertisements,fromwhichtheycanmakemoremoney.ThustheeffectoftheexaggerationappeartotheworldthatthesituationofcybercrimeinChinaisdesperatelyserious.Infact,itisonlyakindofcrimeofanewface,afterasobersurvey.
  
  II.RolesofnetworkincybercrimeandchallengetoChina
  
  i.Networkasatool
  
  Anetworkisacollectionofterminals,computers,servers,andcomponentswhichallowsfortheeasyflowofdataanduseofresourcesbetweenoneanother.19Itiswhatisdifferentfromtheconventionaltools,meansandimplements.Itiswideinterconnectedwithoutthelimitsoftimeandboundaryofspace.Withit,hackersintrudeintotheterritoriesthatdonotbelongtothem:others’computer,websites,E-mailboxesandthelike,whereothers’data,secrets,privacyandelectronicpropertyarestored.Andthetermothersmightvaryfromorganisationstoindividuals.Amongthesehackers,thosewhohaveeverblasphemedtheChinesegovernmentisstillatlarge.
  
  OnOctober26th,1998,theChinesegovernmentproudlyannouncedtheofficialopeningoftheofficialChinaHumanRightswebsite.Withinadayofthegovernment’sannouncement,BroncBuster,fromthecrackergroupLegionsoftheUnderground,hackedhiswayintothesite,leavingthismessageinplaceoftheoriginalsitecontents,sayingthat:Chinaspeoplehavenorightsatall,nevermindhumanrights.Ireallycan’tbelieveourgovernmentdealswiththem.Theycensor,murder,torture,maim,anddoeverythingwetakeforgranitelefttheearthwiththemiddleages.TheChinesecommunistgovernmentismadeoutagangof100+yearoldthugsandbullieswhohideinseclusion.Thispitifuleffortoftryingtochangetheheartsandmindsoftheworldisajoke!
  
  Thehackedsitewas,surprisingly,leftonlinefornearly36hoursandthenreplacedwithoutcommentfromtheChinaHumanRightssiteoranyotherofficialstatespokesperson.
  
  Thisisonlyoneoftheincidentsbythehackers,whousedtheNetworkasatooltocommittheirattack.
  
  ii.Networkasamedium
  
  Asaformofmedia,networkhasitsadvantagesthatthepressandbroadcastingdonot.Itsurpassesthelimitsoftimeandspace,languagesandtraffic,andlaw.Variousofpoliticalincite,libel,rumourandsuperstitionrushupinacrowd,misleadthepublic,goevenfartherthantraditionalmedia.Especiallyincountriesthattheimagesofthegovernmentsarevulnerable,usuallywillsufferseveresetbacksfromthepropaganda,whichthatChinaisconfrontedwithrevealasthewebsitesmanagedbythosewhoadvocatetheindependenceofTaiwan,Tibet,EastTurkistanandSouthernMongolia;byFalungong,exilesofJune4Tiananmenincident,humanrightsgroups,membersofdemocraticmovements,andotherdissidents;byinternationalanti-Chinaforces.Thesewebsitesarealwayspublishtheiropinion,putforwardproofsthatareharmfultothegovernmentbutbeneficialtothem.
  
  SomeonesaidthattheFast-growingInternetisChina’snew’DemocracyWall’.20ThedevelopmentofthenetworkistestingChinesepolitics.
  
  AsurveyonimpactofInternetonvalueorientationsrevealedthatCommunismhasbecometheleastpopularvalueorientationamongChineseaudiences,whereasPost-materialismhasalreadybeenadoptedbyasignificantportion(aboutaquarter)ofthepopulace.Comparedwithsimilarsurveysinthe1980s,thisrepresentsbothasharpdeparturesfromthepastandanunfoldingpathintothefuture.AlthoughMaterialismhasbecometheprevalentvalueorientationamongtheChinesepopulace,thereisreasontobelievethatitwillgraduallyfadeoutfromitsdominanceandshifttoPost-materialism.Forexample,thereisanalmostimperceptibledeclineinPost-materialismandincreaseinMaterialismalongtheagedimension,withPost-materialismbeingmorepopularthanMaterialismamongtheyoungestcohort.Allthingsconsidered,thereareatleastthreeareasthatcanbepursuedalongthislineofresearchinthefuture:(a)cross-validatingthemeasurementofthethreevalueorientations,(b)monitoringthedynamicprocessoftheriseandfallamongthevalueorientations,and(c)exploringtheconsequencesofthevalueorientations.21
  
  TheInternetposesmoreseriousproblemtotheChinesegovernmentthat:1)Whilethegovernmentcanexertsomecontrolovertheinformationpostedonlinebyblockingsitesandenforcingcensorshipregulations,statecontrolovertheInternetisdiminishing.2)Awealthofinformationcanbefoundonlinefromforeignsitesandothersourcesthatdirectlycontradicttheparty’sspinonlocaleventsandcrises.3)Dissidentmaterialonlinecaneasilybedistributedviae-mail.Thegovernmenthasalreadyshutdownseveralpro-democracysites,butnewonesrapidlytaketheirplace.4)TheInternethascreatedashiftincommunicationthatallowspeopletospeakenmasse.Hostilitytowardsthegovernmentcangrowandpool.5)TheInternetisapowerfultoolfororganisingandempoweringforcesthatofferalternativeideologiestotheChineseCommunistParty,suchastheFalunGong.6)TheInternetcontributestotheeconomicindependenceofthepeopleofChina.Theentrepreneurial,individualisticspiritthatthegrowthofInternetcommerceengenderswouldseemtocontradictCommunistprinciples.
  
  Libel,rumourandsuperstitionarealsoprevailing.Chinesegovernmenthasalreadybeenawareofthatthepeoplewillbeinvolvedinthevastexpanseoftheanti-revolutionaryinformationandgraduallychangethesituationthattheCCPunifyingthewholecountryunderitsdictatorship.
  
  iii.Networkasaroute
