活品质，其规划之具体内容应该包括：

实体的接取（Physical Access）：相关技术与设备是否充足？
适当的科技（Appropriate Technology）：对于使用者而言何种技术才最适宜？
负担性（Affordability）：使用者是否有能力负担信息科技的费用？
能力（Capacity）：使用者是否有能力使用该项信息科技？
相关内容（Relevant Content）：是否提供使用者合宜的使用内容？
社会与文化因素（Socio-cultural factors）：使用者是否因族群团体的因素而有对是项信息科技使用之限制？
信任（Trust）：使用者是否有足够的知识了解其所使用之信息科技内涵？
法律与规范结构（Legal and regulatory framework）：整体法律规范是否提供合宜之组织结构？
当地经济环境（Local economic environment）：使用者当地之经济环境可否支持使用者长期使用该项信息科技？
整体经济环境（Macro-economic environment）：整体经济环境是否提供信息科技散播的诱因？
具体方案之完善规划，最后仍须决策者之决心。综观各国电子商务发展，虽说系由民间商业力量之驱使而兴起，惟最终仍须由各国政府进行整体规划，因此主政者有无决心改善数字落差的情况，实系整体消弭数字落差努力之关键。
