of 20 century. The author suppose a theory about culture structure to discuss the effect of China’s farmers’ way of thinking ,values and other cultural elements on agriculture development. The article uses the theory to analyze the change in agriculture from 1949 to 2000. According to the author, government should pay great attention to cultural tradition and culture construction in countryside in order to reach a success in policy and system arrangement.
