发展态势。2003年上海中外资金融机构本外币存款余额分别达到17300亿元、13200亿元,同比分别增长23.8%和24.4%。上海证券交易所有价证券累计成交82800亿元,占全国市场份额的87%;上海期货交易所累计成交60500亿元,占全国市场份额的56%;外汇市场成交1511亿美元,日均成交量6.02亿美元,同比增长54.26%。银行间同业拆借和债券市场成交172000亿元,同比增长44.25%。上海黄金交易所成交金额达245亿元。与此同时,全市保费收入289.9亿元,同比增长22.02%。以上数据表明,上海已经成为国内金融中心,而且外币存贷款余额以及外汇市场的快速发展表明,上海正在朝着国际金融中心的目标迈进.把上海建立名义隔离性国际金融中心,突出上海的国际资金交易功能, 尽快缩小国内金融与国际金融之间差距,减轻中国对外开放冲击风险. 建立国际离岸金融市场,吸引更多的外资流入和金融服务活动,首先要加强对外经济贸易活动往来,吸引更多的对外直接投资,从而吸引更多的国外金融机构在上海设立分支机构;扩大与伦敦纽约东京三大国际金融中心的资金流动和支付转移结算业务,另外,上海应该积极培育发展多元化金融市场与主体,成为货币市场、资本市场、外汇市场和黄金市场于一体成熟的金融服务体系,并加大金融衍生产品和金融服务的创新活动。 作为90年代兴起的上海金融中心,必须加快金融基础设施的的建设与完善。金融基础设施包括信息网络和办公条件、完善信息化服务平台,国际化财务会计管理制度,以及充分适应WTO框架体系的金融法律建设。发达和完善的金融基础设施可以提高信息外部性和知识技术溢出,加强国际资本转移支付的规模性、可靠性和及时性,减少交易成本和波动时滞。 上海国际金融中心建设,首先将实现到2010年上海将基本形成区域性金融中心的框架体系,而到2020年基本建成亚太地区金融中心,并向世界级金融中心迈进。目前是加快建设上海国际金融中心的关键时期,上海将进一步推进三大战略重点:一是加快金融资源集聚,形成较为完整的中外金融机构和金融中介服务机构体系。二是完善和发展各类要素市场,扩大直接融资,积极推进交易所债券市场和银行间债券市场统一互联,争取推出期货交易新品种,增设新的黄金交易和保险品种,确立国内体系完善、辐射力强的金融市场中心的功能,成为资本营运中心和资金调度中心。三是优化金融部门分布结构和金融政策,健全和完善有效的风险预警、处理和化解机制,确立公开、公平、公正的金融发展环境,全面实现金融市场的有序运行和依法监管。 参考文献 1.
