纪的到来可能会是公共角色和公共服务重新成为公众注意中心的良机。这是公共行政领域告知公众其行动价值的时机。如果不能真正理解民主价值和美国人的价值观,不能将这些价值观很好地融入政府的工作,公共服务的复杂性和重要性就不会有代表性、响应性或平等。公共管理者需要重新敞开他们研究的大门以寻求能推动管理向前迈进的目的并激发他们的员工。公共行政的活动应该主要针对满足广大公众的利益。 美国人生活的可行性和稳定性依赖于公共服务的质量。因此,公务员必须重温公共服务的誓言(公开或不公开均可)以及他们的民事义务。通常的情况是这些承诺被忽略、公共责任被等同于私有企业雇佣,唯有效率受到重视。公众舆论可能不呼吁效率,而是民主价值。按照公民人道主义的传统,政府在本质上是“公民的伙伴”(Pocock,1985,p.37)。政府也必将具备新公共行政的精神。
