Developing of Unformed Institution: An Important Way to
Promote the Managing Efficiency

Biography: GUO Xiao-cong(1957-), male, Ph.D., Professor, The Center for Research of PA, School of Government, Sun Yat-sen University, majoring in the theory of government institutional evolvement, comparing to the institution of public administration, and the economics of government.
Abstract: Institution plays an important role in the management activities. Institution is a series of regulations that constrains human being behaviors and relationship, they includes the formal institution and the unformed institution. The unformed institutions, such as value and faith, cultural tradition, customs, ideals and so on, are the important parts of social control system, but they are easy to ignore in the research of institution. It is the emphasis of the unformed institution being the internal variable of managing efficiency, when the new managing ideals such as soft managing, flexible managing, no-rational managing and multicultural managing are appearing. Under the developing of market economics in China, we need to promote that both of the formal institution and the unformed institution are going to be in harmony.
